Joe Ann “Dee Dee” Halpin, 90, of Steubenville died Wednesday, May 15, 2019 at Sunny Slope Nursing Center. She was born July 11, 1928 in Steubenville. She is the daughter of the late Wilfred Howcroft and Elizabeth Melonovic. Also preceding her in death are three sisters Topsey Marshall, Betty June Kaiserling, Marjorie Lanfred and one brother William Howcroft.

Joe Ann was retired from the United States Postal Office where she worked as a clerk for many years.

Surviving are one son James Halpin of Laytonville, CA; one daughter Joni (John) Said of Casa Grande, AZ; brother Robert Howcroft of Steubenville; step-sister Jeanne Papczynski of Steubenville.

Private burial will take place at Union Cemetery.
