Richard A. Bailey, 85, of Wintersville died Monday, April 20, 2026 at his home. He was born November 19, 1940 in Follansbee, WV. He is the son of the late Earl and Anna Blanch Hubbard Bailey. Also preceding him in death are son Richard “Richey” Bailey; sister Patsy Lou Allen; brothers Earl R. Bailey, Raymomd E. Bailey and John “Pete” Bailey.
Richard was retired from General Dynamics where he was a welding foreman in the electric boat division for many years. He loved playing cards, hunting, and most importantly spending time with his family. Richard proudly served his country in the U.S. Army during the Vietnam War.
Surviving are his loving wife Virginia Baker Bailey, whom he married May 25, 1979; sons Thomas Plazarin of Steubenville and Ricky Plazarin Sr. of Wintersville; sister Mary Ann (Harry) Hoberek of Toronto; four grandchildren Ricky (Kerri Ann) Plazarin Jr., Alycia Plazarin, Zach Plazarin and Benjamin Bailey; four great grandchildren Skylar Blanton, Abigail Plazarin, Kevin Plazarin and Lincoln Plazarin.
Visitation will be held Thursday from 4-7 pm at the Mosti Funeral Home, Sunset Chapel, 4435 Sunset Blvd., Steubenville. A funeral service will be held Friday at the funeral home at 10 am. George Romage, Valley Hospice chaplain, will officate and burial will follow in New Alexandria Cemetery.
