Rosemary Ann O’Brien (nee Minco) passed away Sunday, December 7, 2025 surrounded by her loving family. She was born on May 16th, 1941, in Steubenville, and was the daughter of the late Frank and Mary Minco (nee Tarquinio). She was a graduate of Steubenville Catholic Central High School and a member of Blessed Sacrament Church, where she was a longstanding member of the Women’s Club and pierogi crew.
Rosemary was proud of her work at the Social Security Administration, M & M Hardware, and Jefferson County Childrens Services, where she made many lifelong friends. Rosemary loved her trips to New York City, her adventures with the Divine Nine, her Prime Time and Our Place friends, and her many escapades with her husband, Kerry. Rosemary always had a story to share, often concluding with “we had the best time” or “they are great friends.”
Rosemary’s energy and personality made her unforgettable. She never met a stranger and embraced every person she met as if they were a long-lost friend.
Preceding Rosemary in death was the love of her life, her husband Kieran “Kerry” (with whom she would have recently celebrated 60 years of marriage), her sister Joanne, her brother-in-law, Joseph DiDonato, and her parents.
Rosemary is survived by her son Melvin “Mel” (Theresa), her beloved nieces Karen (Greg) Hock and Pam (Mike) Kapustik, her grandchildren, Kiera, Liam and Owen, her grandnephews Gregory (Jess), Ryan (Kim) Hock, and Jared (Amanda) Kapustik, as well as many cousins and lifelong friends.
Friends may call at Mosti Funeral Home, 4435 Sunset Boulevard, Steubenville on Sunday, December 14, from 1 p.m. to 5 p.m. Funeral Liturgy with Mass will be held at 10 a.m. on Monday, December 15, at Blessed Sacrament Church, 852 Main Street, Wintersville. Burial will follow at Mt. Calvary Cemetery.
In lieu of flowers, Rosemary’s family requests that donations be made to Valley Hospice, whose phenomenal staff provided peace and comfort to Rosemary and her family in her final weeks.
